Easily confused with
〜ことで Same 'by ~ing' meaning; ことで is the everyday/spoken form, ことにより・ことによって the formal written equivalent (very common in documents and reports). 〜によって Plain によって attaches to a *noun* as means (努力によって); ことにより/によって nominalizes a *verb* first, so it expresses 'by *doing* ~' rather than 'by means of [a thing]'.
Notes
- により is just the more formal/written form of によって; both work here, with により the most clipped and bureaucratic.
