it's true that ~, but ~ / ~ is indeed the case, but — grudgingly grants a point by repeating the word, then immediately qualifies it

この服ふくは高たかいことは高たかいが、質しつがいい。

〜には〜が is a very close variant (食たべるには食たべるが 'I do eat it, but…'); casual speech also uses 〜ことは〜けど. The trick is always the same: repeat the word to concede it, then turn with が／けど.
