When you can't use it

Easily confused with
〜に関して に関して neutrally means 'concerning/regarding' a topic; にまつわる evokes the lore and associations *entangled around* it, with a storytelling flavour. 〜について について is plain 'about ~' and can be adverbial (について調べる); にまつわる only modifies a noun and carries the 'surrounding stories' nuance. 〜をめぐって をめぐって concerns a *contested* issue (debate or dispute swirls around it); にまつわる is the associations and tales connected to something, with no conflict implied.
