- 向ける = 'to direct / point (something) at', so に向けて adds intentional aiming. Very common before events and goals: 開催・実現・解決に向けて. The adnominal に向けた modifies a noun. Quick test: if 'heading physically toward' fits, use に向かって; if 'in preparation for / directed at' fits, use に向けて.
