When you can't use it
- This purpose には takes a dictionary-form verb, and the main clause states a requirement, means, or evaluation — 〜が必要だ, 〜といい, 〜なければならない, 〜ことだ. (には has other roles too: topic emphasis 私には分からない, or に + は after a destination/time.)
