Meaning

is it (perhaps) that ~? / I wonder ~ — a softened, polite question that seeks an explanation or muses aloud

The の seeks the background or reason behind something, and でしょうか softens the question — gentler and more thoughtful than a blunt 〜ますか. Useful for polite inquiries and rhetorical musing alike.

Easily confused with

のだろうかのだろうか is the plain/introspective version ('I wonder…', often to oneself); のでしょうか is its polite form, addressed to a listener with deference.

Notes

Without the の, 〜でしょうか is a plain polite question about a fact (お元気げんきでしょうか). Adding の reframes it as asking for the explanation or reason behind the situation.
