Meaning

with ~ (put into it) / filled with ~ — pours a feeling or quality into the action that follows

彼女かのじょは心こころを込こめて手紙てがみを書かいた。

She wrote the letter with all her heart.

From 込こめる ('to put / load into'). The noun is almost always an inner feeling — 心こころ・愛あい・感謝かんしゃ・願ねがい・思おもい. The adnominal form 〜を込めた modifies a noun (心こころを込めた料理りょうり, 'food made with care').
