Easily confused with

とすると とする sets up the assumption ('suppose ~'). Adding と gives とすると, the conditional 'assuming that ~, then…' that reasons forward from the premise. となる となる = something becomes ~ on its own (結果けっかとなる). とする = someone treats or designates ~ as something — a deliberate framing, not a natural change.
