Easily confused with
〜となる となる describes the *event* of becoming B (赤字となった 'turned to a deficit'); となっている presents B as the *current settled state* resulting from that, often a rule or arrangement now in force. 〜ている になっている is the everyday 'has come to be / is set as'; となっている is its formal written equivalent, with と signaling an official, definitive result.
Notes
- The polite となっております (kenjougo-flavored continuative) is standard in announcements and customer-facing notices.
