Meaning

如何いかん + で turns 'the state of X' into 'depending on the state of X, the result varies'. 検査けんさ結果けっかいかんで、治療方針ちりょうほうしんまる ('depending on the test results, the course of treatment will be decided'). It's the stiff, written equivalent of 次第しだいで. The variants 如何いかんによって(は) mean the same; 如何いかんによらず / 如何いかんにかかわらず flip it to 'regardless of ~'.
