When: Formal/written; the verb is almost always one of reaction or evaluation (驚く, 怒る, 褒める, 悲観する) — it says that response is uncalled-for.

When you can't use it
- Takes a reaction/evaluation verb, not a plain action: ×「行くには当たらない」 is odd. For a plain 'no need to (do)' use には及ばない instead.
