Meaning

との is the compressed, written-register equivalent of という when it modifies a noun of communication or thought — 連絡れんらくらせ・指示しじ報告ほうこく意見いけんかんがえ. 「会議かいぎ延期えんき」との連絡れんらくがあった ('there was word to the effect that the meeting is postponed'). It packages what was said/decided/thought and hangs it on the following noun. Common in news, business writing, and formal speech; という is the everyday spoken counterpart.
