Meaning

On top of its basic topic role, は carries an implicit *contrast*: saying X は flags that something else may differ. ビールはみます hints 'beer I'll drink (other drinks, maybe not)'. In negatives it narrows the scope of the denial — そんなにたかくはない is 'not *that* expensive' (it is somewhat), softer than a flat たかくない. Placed after another particle (には, では, とは) it adds this same contrastive, limiting colour.

Usage

Stacks after other particles to add contrast (学校がっこうへはった, 友達ともだちとははなさない); replaces が/を when the noun is set up as a contrasted topic.
