〜のに のに marks a straight contradiction ('even though A, B'). 割には measures B against the PROPORTIONAL expectation A sets up — 'relatively, for an A like this.' くせに くせに contrasts with reproach toward a person. 割には is a neutral 'considering ~,' simply noting that the outcome is out of line with expectation.
